Hebron YDRC, Youth Development Resource Center - Palestinian Children's Club announces its need to hire a full-time project officer for the “Partner to Empower” project.

Overall objective of the job:

The Project Officer is responsible for leading, implementing, and managing the activities of the “Partner to Empower” project to ensure that its outputs are achieved according to the approved timelines and with high quality, through coordination with partner associations, supervision of field activities, follow-up on economic empowerment units, and ensuring compliance with the policies and procedures adopted by the institution.

Key responsibilities and tasks:

  • Manage the daily implementation of activities under the three project outputs and monitor the progress of work in the economic empowerment units within partner associations.
  • Prepare monthly and quarterly work plans and ensure compliance with the schedule and output requirements.
  • Continuously coordinate with partner associations, follow up on the readiness of spaces and equipment, and ensure compliance with approved methodologies.
  • Provide field supervision of trainer training, participant training, mentoring sessions, grants, and community activities.
  • Organize technical follow-up sessions with facilitators and specialists, and provide the necessary support to ensure quality implementation.
  • Oversee microgrant operations, review applicant submissions, and organize project adjudication committees.
  • Follow up on the implementation of practical training opportunities and coordinate with the private sector to provide training and employment opportunities.
  • Lead the follow-up process with partner associations to ensure the activation of economic empowerment units and provide guidance sessions in the units.
  • Oversee the coordination of open days, business bazaars, field visits, and meetings with experts and entrepreneurs.
  • Collect periodic data in collaboration with the monitoring and evaluation officer and ensure the quality of inputs into the monitoring system.
  • Contribute to building the capacity of partner associations by organizing training sessions, guidance, and customized follow-up.
  • Prepare monthly and quarterly progress reports and document challenges and lessons learned.
  • Coordinate directly with the program manager on the progress of activities and raise any developments that require senior decisions.
  • Adhere to the code of conduct and all policies and procedures adopted by the organization.

Job requirements:

  • Bachelor's degree in project management, public administration, economic development, economics, or any related field.
  • At least 5 years of experience in managing economic empowerment or community projects.
  • Strong knowledge of economic empowerment, training, entrepreneurship, and self-employment methodologies.
  • Highly skilled in planning, follow-up, and time management.
  • Proven experience in coordinating with local associations and community organizations.
  • Excellent skills in reporting, data collection, and analysis.
  • Ability to lead field teams and motivate partners.
  • Proficiency in English reading, writing, and speaking.
  • Proficiency in Microsoft Office and project management systems.
